I have BSc in Surveying and Geoinformatics. I want to apply for SURCON, please which level will I start from? Is it Pupillage

If you got Bsc in approved University by SURCON, what you need now is undergoes 2years practical experience under a registered surveyor for supervision, after then, get a SURCON form. Your Bsc already qualify you to take a pupilage all you need now is practical experience or examination by a registered Surveyor
