Question for RIVERS STATE MINISTRY OF HEALTH

Why can't rivers state ministry of environment provide the public with hotlines and mobile courts as is done elsewhere to directly enforce cases of noise and air pollution in neighbourhoods.

Indiscriminate use of loud speakers in hotels and emission carbon monoxide from generator set are becoming prevelant causing severe discomfort.
